unless it is approved, it is neceasary that all the Provinces go through it,[1] since they have all the charge & power over them: This being done a bailiff carries a balotier composed of two wooden vases, one colored white, the other red joined together by a common channel, about a foot long, through which the one who wishes to give his opinion, puts his arm with the ballot in his hand, letting it fall into the red if he does not consent to the proposed measure, or if he agrees with it, he lets it drop into the white, starting first with the King, then to the chancellor, Secretary & Treasurers, & after with all the Senators in order & also with the deputies, if the matter concerns the Provinces, otherwise not: After having carried out this procedure three times, namely on the three opinions of the two opposite & the modified compromise, the Bailiff brings back the vases before the King, where they are counted in a large plate by the Chancellor & two of the Senators, & all at once after the will of everyone recognized by the greatest number of balottes, the decree is pronounced by the King, or Chancellor, which is written by the Clerk.
